程志波，1980 年生人，哲学博士，副教授，硕士生导师。
1998-2002年，中国矿业大学理学院，本科；2002-2005 年，中国矿业大学文法学院，硕士；2007-2009 年，中国科学技术大学人文学院，博士；2010-2012 年，清华大学人文社会科学学院科技与社会研究所，博士后。学术兴趣是科技政策、创新理论。代表性成果有《论科学治理中的科学共同体》（论文）、《愿景及其在创新发生中的作用》（论文）、《科学发现中的学术主权》（专著）等。
